{"id":10756,"date":"2024-09-25T07:38:40","date_gmt":"2024-09-25T07:38:40","guid":{"rendered":"https:\/\/www.pathfinders.org.hk\/?p=10756"},"modified":"2024-10-31T10:34:29","modified_gmt":"2024-10-31T10:34:29","slug":"do-migrant-domestic-workers-pay-the-same-fee-in-the-public-health-care-system-in-hong-kong-as-local-people","status":"publish","type":"post","link":"https:\/\/www.pathfinders.org.hk\/zh-hant\/news\/do-migrant-domestic-workers-pay-the-same-fee-in-the-public-health-care-system-in-hong-kong-as-local-people\/","title":{"rendered":"Do migrant domestic workers pay the same fee in the public health care system in Hong Kong as local people?"},"content":{"rendered":"\n\n\n<ul class=\"wp-block-list\">\n<li>MDWs who are a holder of Hong Kong Identity Cards AND a valid FDH visa pay the same fee as \u201clocals\u201d (i.e. Hong Kong Permanent Residents) to receive medical service provided by public hospitals and clinics under the Hospital Authority(HA) as well as other public health facilities under Department of Health (DH) such as Maternal and child health centre (MCHC).<\/li>\n\n\n\n<li>They are eligible for the rates of charges applicable to &#8220;Eligible Persons&#8221;.<\/li>\n<\/ul>\n\n\n\n<p>Have you ever undergone any confusion whether you can see a doctor at public hospitals or clinics in Hong Kong? Do you know how much you will be charged? It is totally understandable if you are facing some confusion. Hopefully, the below information could help you a bit!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>MDWs with valid FDH visa &amp; HKID are \u201cEligible Persons\u201d.<\/strong><\/h2>\n\n\n\n<p>MDWs who are a holder of <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">Hong Kong Identity Cards AND a valid FDH visa<\/mark> pay the same fee as \u201clocals\u201d (i.e. Hong Kong Permanent Residents) to receive medical service provided by public hospitals and clinics under the Hospital Authority(HA) as well as other public health facilities under Department of Health (DH) such as Maternal and child health centre (MCHC). They are eligible for the rates of charges applicable to <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">&#8220;Eligible Persons&#8221;.<\/mark>&nbsp;<\/p>\n\n\n\n<p>However, if your contract is finished or terminated and your <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">FDH visa expires<\/mark>, even if you extend your visa as a visitor to stay in Hong Kong and still hold the physical HKID card issued to you before, it is no longer valid. You still have access to public medical care, but the costs would be significantly higher since you fall into the category of <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">\u201cNon-eligible Person\u201d<\/mark> who are NOT entitled to the subsidized rates at the public health care system.&nbsp;<\/p>\n\n\n\n<p>Also, if you have <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">NOT <\/mark>received your <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">physical HKID card<\/mark> yet, you can only fall into the category of <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">\u201cNon-eligible Person\u201d<\/mark>. When you just arrived in HK and you have a valid FDH visa, you need to apply for a HKID card and it takes some time to collect the physical card. There are two scenarios at this stage. The first scenario is when you have not attended the appointment to make a HKID card yet, you will be categorized as \u201cNon-eligible Person\u201d. The second scenario is you have attended the appointment to make HKID card and received the \u201cAcknowledgment of application for a Hong Kong identity card&nbsp; (ROP140)\u201d, which is also commonly called as \u201c\u884c\u8857\u7d19 hang gai zi (walk-street paper)\u201d. Because you have not received your physical HKID card yet,&nbsp; your expenses at the public health care system will still be counted as a \u201cNon-eligible Person\u201d even if you have the \u201cAcknowledgement\u201d. However, if there are emergencies when you are in these 2 scenarios, you can go to the <a href=\"https:\/\/www.ha.org.hk\/visitor\/ha_visitor_text_index.asp?Parent_ID=10042&amp;Content_ID=10051\"><strong>Accident &amp; Emergency Department (AED)<\/strong> <\/a>and apply for an extension of payment. Then you can wait until you have the physical HKID card and go back to the hospital&#8217;s finance and accounting department to ask for a change of eligibility status. If the change is approved, the bill will be re-issue under the rate for eligible person. But this change can <strong>only<\/strong> be applied to emergencies at AED.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Public Charges \u2013 Eligible Persons (Examples for reference only)<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Service<\/strong><\/td><td><strong>Fee\/HK Dollar<\/strong><\/td><\/tr><tr><td>Accident &amp; Emergency<\/td><td>$180 per attendance <sub><sup>1<\/sup><\/sub><\/td><\/tr><tr><td>General outpatient<\/td><td>$50 per attendance <sup>1<\/sup><\/td><\/tr><tr><td>Inpatient (acute general beds)<\/td><td>$75 admission fee, $120 per day<\/td><\/tr><tr><td>Ante-natal or post-natal care<\/td><td>No Charge <sup>2<\/sup><\/td><\/tr><tr><td>Delivery<\/td><td>Depends on days and service needed<br>&#8211; $180\/attendance (A&amp;E)<br>&#8211; $120\/day+ $75 admin fee (in patient)<br>&#8211; Other services needed.<\/td><\/tr><\/tbody><\/table><figcaption class=\"wp-element-caption\">&nbsp;<\/figcaption><\/figure>\n\n\n\n<p class=\"has-small-font-size\"><em>1 The outpatient charges for medical attention and treatment which include the costs of prescriptions<\/em><br><em>2 You will need a medical certificate confirming your pregnancy and stating the expected delivery date to register for the free ante-natal or post-natal care.<\/em><br>Notes: For the most updated rates for public hospitals\/clinics, you can check on the Hospital Authority website by searching \u201c<a href=\"https:\/\/www.ha.org.hk\/visitor\/ha_visitor_index.asp?Content_ID=10045&amp;Lang=ENG\">Hospital Authority : Fees and Charges<\/a>\u201d on your browser. For the rates of service under the Department of Health, you can visit the website of the relevant public health facility.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Medical Fee Waiver<\/strong><\/h2>\n\n\n\n<p>People (Eligible Persons &amp; Non-eligible persons) who have financial difficulties in paying medical expenses at the public sector may apply for medical fee waiver. However, this is <strong>not<\/strong> guaranteed and would be subject to approval.
